From supply sergeant
to national resolutions.
She enlisted in the Kentucky Army National Guard in February 2007 and completed Basic Combat Training at Fort Leonard Wood, Missouri. She began her career as a Military Police Soldier with the 149th Brigade Special Troops Battalion and later served as an Equipment Records and Parts Specialist and Supply Sergeant with the 149th Support Maintenance Company in Bowling Green. In 2011 she deployed to Camp Liberty, Iraq, as a Company Supply Sergeant in support of Operation New Dawn.
After deployment she served as a Supply Sergeant and Supply Noncommissioned Officer with the 149th Field Maintenance Company and A Company, 149th Brigade Support Battalion in Bowling Green through July 2018. She then reported to Joint Force Headquarters in Frankfort, where she served as the state Retirement Services Officer and Retirement Services Noncommissioned Officer, the only certified Retirement Services Officer at the G1 level, before moving on to Education and Incentives Noncommissioned Officer in Charge and State Family Readiness Noncommissioned Officer in Charge.
She was promoted to Sergeant First Class on 28 September 2021 and is qualified as a Human Resources Specialist and Unit Supply Specialist with the Equal Opportunity special qualification identifier.
Sergeant First Class Smith serves as Treasurer for the Enlisted Association of the National Guard of Kentucky, where she manages association finances, and as the association's registered agent. She sits on the Legislative and Resolutions Committee, and serves on the National Resolutions Committee of the Enlisted Association of the National Guard of the United States.
She graduated PGA HOPE Kentucky in October 2024 and was appointed a Veteran Mentor in May 2026. PGA HOPE, which stands for Helping Our Patriots Everywhere, is the flagship military program of PGA REACH, the charitable foundation of the PGA of America. It introduces golf to veterans and active duty service members through a six to eight week curriculum taught by PGA Professionals, at no cost to participants, and operates under a memorandum of understanding with the Department of Veterans Affairs that allows recreational therapists to refer veterans to the program as a form of therapy. Mentors must be program graduates and are appointed by the Kentucky PGA Section, its PGA HOPE Lead Professionals, or its PGA HOPE Ambassadors.
Legislative work
Two proposals,
both adopted.
She researched and wrote both of Kentucky's 2026 legislative proposals. Both were recommended by the Committee on Resolutions and adopted at the 55th Annual Conference in Daytona Beach.
MyCAA eligibility for Title 32 AGR spouses
Kentucky Proposal 26-02D. Extends My Career Advancement Account scholarship eligibility to spouses of National Guard members serving full-time on Title 32 Active Guard and Reserve duty. Recommended without amendment.
Gym membership reimbursement
Kentucky Proposal 26-15D. Establishes a gym membership reimbursement benefit for National Guard members without access to military fitness facilities. Recommended as amended.
COOL Program access for Guard Airmen
EANGUS Resolution 24-12, adopted 2024. Addresses inequities in the USAF Credentialing Opportunities On-Line program and urges equal access for National Guard Airmen.
Kentucky Air National Guard benefits
A 2024 white paper that informed FY25 NDAA Senate testimony. In 2022 she also raised the Kentucky Education and Incentives program from 23rd to 3rd nationally.
