The By-Laws of the Enlisted Association of the National Guard of Kentucky govern how this organization operates. They define membership classes, the Executive Council, standing committees, conferences, voting, and finances.
Every member is entitled to read them, and every member may propose changes to them.

Article II · Purposes and Powers
Why the Association exists and what it is authorized to do.

Annual, Life, Honorary, and Associate classes. Who qualifies, and what each class may do.
Article IV · Officers
Titles, qualifications, duties, elections, and terms. Officers serve two-year terms and are installed 90 days after the conference that elects them.
Article V · Executive Council
The governing body between conferences. Voting members and non-voting advisors.
Article VI · Committees
Ten standing committees and the conference committees that run elections, credentials, and site selection.
Article VII · Conferences
A General Conference convenes annually. Any active member may attend and vote. Proxy voting is not permitted.

Proposing an Amendment
Any active member may propose a change. The process runs on a fixed clock.
45 Days Before the Conference
Submit it in writing to the President
The proposal goes to the Committee on By-Laws, which reports to the conference with its recommendation.
30 Days Before the Conference
The membership is notified
The President distributes the proposed amendment to the Executive Council for dissemination to the membership.
At the Conference
The membership votes
A majority of members present carries the amendment. It takes effect when the conference adjourns.
An amendment may also be adopted without prior notice by unanimous vote. If proposed changes are published to the membership within 30 days of the conference, a two-thirds majority of those in attendance carries them.
Your Association
These rules belong to the membership.
If something in the By-Laws does not work, the process to change it is written into them. No rank requirement, no committee seat required. Submit it in writing and the membership decides.
