can change these.
The By-Laws define membership classes, the Executive Council, standing committees, conferences, national representation, voting, and finances. Every member is entitled to read them. Every member may propose changes to them.

Why the association exists and what it is authorized to do.
Annual, Life, Honorary, Associate, and Life Associate classes. Who qualifies, and what each class may do.
Six officer titles, qualifications, duties, elections, and terms. Officers serve two-year terms and are installed 90 days after the conference that elects them.
The governing body between conferences. Voting officers and non-voting senior enlisted advisors.
The standing committees, and the conference committees that handle credentials, rules, and site selection.
A General Conference convenes annually. Any active member may attend and vote. Proxy voting is not permitted at association conferences.

Article X · Sections 3 through 6
Proposing an amendment.
Any active member may propose a change. No rank requirement, no committee seat required. The process runs on a fixed clock, counted backward from the conference.
- 45 days out
Submit it in writing to the President
The proposal goes to the Committee on By-Laws, which reports to the conference with its recommendation.
- 30 days out
The membership is notified
The President distributes the proposed amendment to the Executive Council for dissemination to the membership.
- Conference day
The membership votes
A majority of members present carries the amendment. It takes effect when the conference adjourns sine die.
Two other routes
Two-thirds, on short notice
If proposed changes are published to the membership within 30 days of the conference, a two-thirds majority of those in attendance carries them.
Unanimous, no notice
An amendment may also be adopted by unanimous vote without prior notice and without prior action by the Committee on By-Laws.
